OSCE Mission to Skopje

Established on 18 September 1992, the Mission to Skopje supports North Macedonia’s reform priorities and the continued implementation of the 2001 Ohrid Framework Agreement, fostering a just, equitable and cohesive democratic society grounded in inclusion, integrity, security and sustainable development.

About us

The Mission to Skopje is the OSCE's longest-serving field operation. It supports North Macedonia’s institutions in advancing reforms that strengthen the rule of law, democratic governance and social cohesion. It promotes constructive inter-ethnic relations in line with the 2001 Ohrid Framework Agreement. Through a comprehensive and cross-dimensional approach based on broad stakeholder engagement, the Mission contributes to legal reforms, strong independent institutions, builds capacities at local and central level in a range of mandated areas, such as fundamental rights and social cohesion, integrity, law enforcement, education, youth and gender.

Our work in North Macedonia

The OSCE Mission to Skopje supports North Macedonia in strengthening democracy, the rule of law and human rights. Working with institutions and communities, it promotes equality, integrity, justice, gender equality and youth participation for a more cohesive and secure society.

Criminal justice - Supporting a fair, efficient and accountable justice system that upholds the rule of law and protects human rights for all.

The Mission works with judicial and law enforcement institutions to strengthen criminal justice through legal reform, professional integrity and improved investigations. It supports police–prosecution co-operation, enhances investigative and forensic capacities, and fosters regional and inter-agency collaboration to combat serious and organized crime.

Integrity, anti-corruption and good governance - Fostering transparency, accountability and ethical leadership to strengthen public institutions and ensure governance serves citizens with fairness.

The Mission promotes integrity and anti-corruption frameworks, supports ethical leadership and strengthens accountability in the judiciary, police and local administrations. It advances electoral integrity and inclusive environmental governance, and contributes to a free and professional media environment by supporting media pluralism, sustainability and the safety of journalists.

Fundamental rights and social cohesion - Promoting equality, inclusion and dialogue among North Macedonia’s diverse communities to build trust, protect rights and strengthen social cohesion.

The Mission promotes equality, inclusion and human rights protection for all. It strengthens independent human rights institutions, supports inclusive and intercultural education, and advances Roma participation. Through community outreach, inter-community dialogue, local safety and prevention of violent extremism, it helps build trust and cohesion among all communities.

Gender equality - Advancing equality between women and men, empowering women’s leadership and building gender-responsive institutions and services.

The Mission integrates gender equality across laws, policies and institutions. It helps prevent and respond to gender-based violence, supports women’s political and public participation, and promotes gender-sensitive governance. By engaging men, boys and youth, the Mission helps create inclusive and equitable communities.

Youth - Empowering young people to participate, lead and contribute to inclusive, safe and democratic communities.

The Mission promotes youth participation in policymaking and leadership, helping young people become active partners in building cohesive communities. It supports the prevention of youth violence, encourages civic engagement and strengthens partnerships among institutions, schools and youth organizations.

The OSCE Mission to Skopje, the Ministry of Social Policy, Demography and Youth and the National Youth Council jointly honoured young people, youth groups and organisations whose actions are helping build safer and more inclusive communities. UNDP also presented the Youth Officer Award.

OSCE Supports Advanced K9 Training to Combat Illegal Arms Trafficking

Fewer illegal guns mean more safety for people.Last week, special police forces from Southeast Europe and Ukraine completed the qualification course for police dog handlers, organized by the OSCE Mission together with the Ministry of Internal Affairs.The course aimed to strengthen the detection of small arms, light weapons and ammunition under demanding conditions – high in the mountains and deep in the forest.Building on previous programs, the course focused on joint deployment, tactical co-ordination and compatibility between dog handlers and special units.

New protocol brings faster access to identity, rights, and services for all

North Macedonia is a global champion in ending statelessness. The country introduces measures to prevent future cases. The OSCE Mission to Skopje, jointly with the Ministry of Internal Affairs and the Ministry of Health promoted a new Protocol on Procedures for Statelessness. The Protocol sets clear steps for institutions to work together to prevent new cases, because not having a legal identity means not being able to see a doctor, go to school, or access basic services.
